DPCC license is issued by DPCC and is a no objection certificate assuring that the proposed or existing business is being set up and will not cause any harm to the environment or society.
DPCC is a self-governing body founded by the Delhi government in 1991 and is under the guidance of Central Pollution Control Board. For a change and improvement in the production process or setting up of industries, a provision has been made that the businesses need to get NOC from DPCC first.
Objectives and functions of DPCC
1. DPCC license is for sustainable development that balances the necessity for economic growth with environment security and social equality.
2. Prevention of natural resources from industries
3. Creating awareness of pollution control by influencing the general public not to use plastic bags, firecrackers to minimize pollution
4. Collect, compile and prepare industrial and statistical data linked to air and water pollution.
5. To help in developing advanced technology for treatment of trade effluent and control equipment.
6. Issuance of consent certificate to industries falling in different categories like red, orange, green and white.
Documents required for obtaining DPCC certificate
1. CA certificate
2. Location plan/site plan of the business entity
3. Documents of land like registration deed/rent deed/lease deed indicating the property details
4. Partnership deed/ resolution of board of director/ Memorandum of Article of Association/Proprietorship certificate
5. Municipality/ Local water body connection certificate
6. Satellite image of the project
7. Project report with details of manufacturing methods and raw materials
8. Investment proof
9. Compliance with environment clearance criteria
The following industries are eligible to obtain pollution license (Who is eligible to apply for DPCC online?)
1. Industries belonging to red category must mandatorily acquire pollution license and will not be able to function in ecologically protected or fragile areas
2. Orange category industries
3. Green category industries
White category industries do not need the Consent to operate or Consent to Establish. These industries need to intimate the concerned SPCB or PCC before construction or operation of the project.
Even though industries belonging to white category do not need license these need to satisfy the following-
1. They must be located in the industrial zone/estates appointed for the purpose
2. Only up to INR 1 crore is invested in the industrial plant and machinery
3. The industry will emit any form of pollutants including air, water and chemicals to any water/stream or well or cause noise pollution.
How to obtain pollution license
1. Obtain NOC/CTE
2. The businesses need to submit an application with the details of the site, plans for pollution control and industry registration certificates to the state pollution control board’s regional officer.
Regional officers will initiate NOC.
3. Online application is to be submitted by logging on the state’s pollution control board’s website.
