Industrial Sectors which contribute to considerable amount of water pollution/ air pollution or generate hazardous/ toxic waste falls under Orange category Industry. This Industrial Sector has Pollution Index score of 41 to 59. These industries fall between Green Category and Red Category industries in terms of pollution potential.

Industries under Orange Category need to apply Applications for Consent to Establish and Consent to Operate and generally require Waste Water Treatment Plants such as ETP, STP and Air Pollution Control devices such as Dust collector, Wet Scrubber etc. for Pollution Control.

RED CATEGORY INDUSTRIES

Industrial Sectors having Pollution Index score of 60 and above are categorized as Red category of industries. These are highly polluting industries having potential of severely damaging environment. These industries discharge toxic waste water, generate harmful air emissions or both and generate Toxic/Hazardous Waste in concentrated forms.

Industries under Orange Category need to apply Applications for Consent to Establish and Consent to Operate, Authorization under Hazardous Waste Management Rules and generally require Waste Water Treatment Plants such as ETP, STP and Air Pollution Control devices such as Dust collector, Wet Scrubber, Bag Filter etc. for Pollution Control.

There is a certain industrial setup that has higher polluting potential and they have a score of 41 to 59 on the pollution index parameter. Such setups fall under orange category and are subjected to stringent norms in Delhi NCR (Noida, Ghaziabad, Faridabad & Gurgaon) region like setting up Wastewater Treatment Plants, Air Pollution Control Device. Red category industries are subjected to tough regulatory norms owing to the nature of their emissions and discharges as they have the potential to severely damage the environment. Process for filing Consent to Establish and Operate Applications

Choose an Industrial activity from list of predefined Industrial Activity of Pollution Control Board which relates to your business Activity.
Prepare project reports, undertakings, details of pollution control equipment and other documents as applicable and required for Consent to Establish (CTE) application. File CTE application with requisite documents, information and fees.
Application goes under scrutiny of Pollution Control Official. A Complete and correct application would be processed for grant of Consent to Establish Certificate. However if application is incomplete, then official will either raise clarification or may also reject the application.
For Consent to operate (CTO) application, first Install Pollution Control Devices/ take control measures w.r.t Water/Air/Noise Pollution as applicable to your industry and subsequently get Lab testing done of installed Pollution Control Device from empanelled Lab of Pollution Control Board.
File CTO application with requisite documents, information and fees. Also file application for Authorization under Hazardous Waste Management if applicable
Applications go under scrutiny of Pollution Control Official and similar procedure is followed.
