Hazardous waste authorization is required for generation, collection, reception, storage, transportation, treatment, disposal or other manner handling of hazardous and other wastes.
Obtaining the authorization of hazardous waste management is imperative for purchasing, storing, recycling, and reprocessing the hazardous wastes.
What are hazardous wastes?
Hazardous wastes refer to wastes by reason of its physical, reactive, chemical, flammable, toxic, corrosive, or explosive characteristics causes danger or are likely to cause harm to the environment or health, whether in contact with other wastes or substances or alone.
It shall include-
1. Wastes defined under column 3 of Schedule I
2. Wastes consists of constituents defined in Schedule II if their concentration is equal to beyond the limit mentioned in the said Schedule
3. Wastes particularized in Part A and Part B of the Schedule III with respect to the imports and exports of such waste as per rules 12, 13 and 14 or the wastes other than those laid out in Part A of Part B if they hold any harmful features as specified in Part C of that schedule.
Documents required for obtaining Hazardous waste management authorization
1. Consent to establish: To be obtained from state pollution control board under Air (Prevention and control of pollution) Act of 1981, and Water (Prevention and Control) Act of 1974.
2. Certification of registration proof: It is granted by district industries centre or any other government agency authorized in this regard.
3. Installed capacity of plant and machinery: Granted by district industries Centre or any other government agency authorized in this regard.
4. For license renewal, certificate of compliance of effluent, disposal of waste, and emission standards and treatment obtained from SPCB or respective zonal office of Central Pollution Control Board.
Apart from above documents, there are others that are common for all the kinds of waste management.

• Address and identity proof of directors like Pan and Aadhar card.
• Ownership proof or lease or rent agreement of the premise.
• NOC certificate from site owner.
• Telephone bill/ electricity bill/water bill.
• MCD license
• Waste collection agreement.
• Company’s Memorandum of association
• Incorporation certificate
• Pan card of company
• Board declaration for authorized signatory
Proprietorship or Partnership firm-
• Aadhar and Pan card of Proprietor/partners.
• Rent/lease/ownership of office location.
• Electricity bill/ water bill/ telephone bill.
• Waste collection agreement
• MCD license
Steps to obtain authorization for Hazardous waste management
1. Fill the application Form 5 along with above mentioned documents.
2. After the Central Pollution Control Board is satisfied it will grant certificate of registration.
3. Application will be disclosed by CPCB within 120 days from date of receiving application complete in every respect.
4. CPCB holds power to cancel or suspend registration issues under the rules in case applicant fails to comply with the act.
5. In case of cancellation of registration, the applicant will be heard for granting or refuse to renew the registration.
6. On grant of certificate of registration applicant must maintain record of hazardous wastes processed and purchased.
