Who is eligible to apply for DPCC online?

Any individual or business engaged in the manufacturing activity, hotel, restaurant, clinic or hospital in the national capital is required to have a DPCC registration or DPCC license to ensure their activity is in compliant with Delhi Pollution Control Committee – DPCC. Also the businesses must ensure that the air or water pollution by their business activity is within the permissible limits set by the DPCC.

Specific eligibility criteria for different types of establishments

1. Red Category: All those industries that are extremely polluting come under red category industries having a pollution index more than 60. These industries need to apply for Consent to Establish- CTE and Consent to Operate – CTO.

2. Orange Category: All the industries with a pollution index under 41 to 59 come under the orange category. They also need to obtain CTE to carry their business operations.

3. Green Category: These are the industries having a pollution index under 21 to 40. They need to obtain a consent certificate before establishing and operating their industry.

4. White Category: They are the least polluting industry and have a pollution index between 0 to 20. They are not required to obtain CTE or CTO and are required to intimate DPCC within 30 days from the establishment of business with an undertaking. read also What is DPCC certificate for white category?

How to apply for DPCC online application?

DPCC registration process is different for different categories of industries – Red, Orange, and Green.

Below is the process for DPCC online application for different category industries-

DPCC online application or red category business –

• All the documents are submitted online
• DPCC undertaking is generated
• DPCC certificate is generated
• Submit the signed hard copy to the DPCC.

DPCC registration for green or orange category business –
• If the site is under industrial area, documents are submitted online. If site is in redevelopment area, SDM letter or industry inspector letter will be required for next step.
• DPCC CTE application is generated
• Hard copy of the application of signed CTE will be submitted to DPCC
• Pollution control equipment needs to be installed if required
• DPCC will monitor the site
• DPCC CTE or CTO will be generated.
• CTO or CTE certificate will be issued.

DPCC registration for white category business –
White category industries are not required to obtain CTE or CTO. But they must submit an undertaking online to DPCC within 30 days along with sending a signed replica of the undertaking.

Documents required for DPCC license online-

1. Aadhar card and Pan card
2. Pan card of unit in case of partnership/company
3. Authorization letter (except sole proprietorship)
4. CA letter showing cost of project
5. Site plan
6. Proof of ownership (rent deed, registration deed, lease deed etc)
7. Water bill
8. GST certificate

It takes 30-35 days for DPCC to process the application and allot the DPCC certificate.
